Amy Gutierrez,
PharmD, Chief Pharmacy Officer,
Los Angeles County Department of Health Services
Dr. Amy Gutierrez is the Chief Pharmacy Officer and Director of Pharmacy Affairs for the Los Angeles County Department of Health Services. Dr. Gutierrez obtained her Doctor of Pharmacy degree from the University of Southern California, and completed a California Healthcare Leadership Fellowship in 2007. She is currently an adjunct assistant professor of clinical pharmacy at both the University Of Southern California and Western University of Health Sciences.
Dr. Gutierrez is responsible for oversight of pharmacy policy, pharmaceutical formulary/purchasing, medication safety and automation planning/implementation for the Los Angeles County Department of Health Services. She co-chairs both the systems Pharmacy & Therapeutics Committee and Medication Safety Committees, and oversees a $145 million annual pharmaceutical budget. Dr. Gutierrez has over 25 years of inpatient and ambulatory care experience, with extensive focus on state and federal regulatory standard compliance. Dr. Gutierrez is a current member of the California Hospital Associations Medication Safety Committee, and has also served as a pod advisor for the California Healthcare Foundations Leadership Fellowship program. Dr. Gutierrez has been a speaker for various local and national organizations on topics such as medication safety and regulatory compliance, Federal 340B pricing, and pharmaceutical management. She was recently appointed to the California State Board of Pharmacy as a professional member.

Fern Paul-Aviles is Pharmacy Manager of four hospital-based clinic pharmacies at Carolinas Medical Center in Charlotte, NC. In her role as Pharmacy Manager, she assists the Director of Outpatient Pharmacy Services with new program analysis and development; regulatory compliance; and issues related to operation of outpatient pharmacies that serve a disproportionate share of indigent patients. She also is the primary liaison between the department of pharmacy and the pharmaceutical manufacturers Patient Assistance and Bulk Replenishment programs.
She graduated with a B.S. in Pharmacy from South Dakota State University; and an M.S. in Hospital Pharmacy Administration and her Doctor of Pharmacy degree, both from the University of North Carolina at Chapel Hill. She is a Board Certified Pharmacotherapy Specialist.

Maureen Testoni,
JD, Assistant General Counsel,
Safety Net Hospitals for Pharmaceutical Access
Maureen Testoni is Assistant General Counsel for Safety Net Hospitals for Pharmaceutical Access. Working closely with the General Counsel and Executive Director, Ms. Testoni works with the legal and legislative team to influence policy regarding the 340B drug discount program. Ms. Testoni also advises SNHPA and SNHPA members on regulatory, legislative and compliance issues.
Ms. Testoni has extensive experience in health care regulatory law and policy. While in private practice, Ms. Testoni represented hospitals and other health care providers regarding compliance with Medicare and Medicaid reimbursement and health care fraud and abuse laws. Ms. Testoni also has extensive trade association experience, having spent five years with the American Psychological Association, most recently serving as Senior Director for Legal and Regulatory Affairs. In the area of health care policy, Ms. Testoni spent several years as a health care advisor on Capitol Hill, working for both Senator Max Baucus and Congressman Marty Russo.
Maureen Testoni is a member of the DC and Virginia bars. Ms. Testoni received her law degree from The George Washington University National Law Center, with honors, and her B.A. in public policy from the University of Chicago.
