Santhi Masilamani graduated from University of Oklahoma with a BS in Chemistry with Honors in 1987. After a few years of research in gene sequencing, she returned to school and completed a BS in Pharmacy from the University of Oklahoma Health Sciences Center in 1998 and a PharmD in 1999. Dr Masilamani then completed a Primary Care Specialty residency at Texas Tech Health Sciences Center in 2000. She joined Parkland Health System Community Oriented Primary Care Clinics in 2000. There she established Primary Care Pharmacy Services and pioneered collaborative practice model in the indigent care setting. She obtained her CDE certification in 2002. Marriage moved her to Houston’s Harris County Hospital District Community Health Centers in 2002. Here, she again established Primary Care Pharmacy Services for the indigent. At one CHP she also established team conferences and group visits for patients with diabetes. She was instrumental in establishing the ADA ERP (Education Recognition Program) at HCHD. She was promoted to Ambulatory Clinical Manager in 2005. Under her leadership, the ambulatory clinical program received the Innovation Network Award at HCHD in 2008. Dr Masilamani has been selected as faculty to help HRSA grantees and partners implement ambulatory clinical pharmacy services through the HRSA Patient Safety and Clinical Pharmacy Collaborative. Dr Masilamani’s leadership roles include membership in the Texas Diabetes Council Outcomes Subcommittee, President of the Houston Area Pharmacy Association (HAPA), and member of the Diabetes Advisory Council at HCHD. She is also an active member of ASHP, APhA, and ACCP.

Jimmy Mitchell is the Director of the Office of Pharmacy Affairs (OPA) in the Health Resources and Services Administration (HRSA) and Co-Director, with Dr. Denise Geolot, of HRSA’s Patient Safety and Clinical Pharmacy Services Collaborative. His office administers the 340B Drug Pricing Program through which more than 12,000 outpatient clinics and disproportionate share hospitals purchase approximately $5 billion annually in discounted drugs. He has directed several new initiatives, including the Prime Vendor Program, clinical pharmacy demonstration grants, and the Alternative Methods Demonstration projects, all of which improve access to comprehensive pharmacy services for underserved populations. He retired from the US Public Health Service Commissioned Corps after 31 years of service.
Mr. Mitchell graduated from the Ole Miss School of Pharmacy, where he currently serves on the Dean’s advisory committee. He also earned a Masters Degree in National Resource Strategy (health care focus) from the Industrial College of the Armed Forces and a Masters Degree in Public Health from the John Hopkins University.
Mr. Mitchell is the recipient of both the APhA Academy of Pharmacy Practice and Management’s Award for Distinguished Achievement in Administrative Practice and the ASHP Award of Excellence.
