William A. Daigneau presently serves as Vice President for Operations and Facilities Management at the University of Texas M. D. Anderson Cancer Center. He is responsible for the planning, design, construction, operation and management of the Center’s ten million square feet of hospital, ambulatory care, research, educational, and auxiliary facilities. He leads a division of over 1700 employees and a total annual operating budget of $176 million. Since joining M.D. Anderson in 1994, the Center has completed the largest physical expansion in its history, adding fourteen new buildings totaling over six million square feet, at a cost of $2 billion.
Since 1976, Mr. Daigneau has served as the Chief Facilities Officer for two major research universities, a comprehensive doctoral university, and a public university system component. A 1968 engineering graduate of Case Western Reserve University, he also earned an MBA from Bradley University and has completed doctoral level work in organizational behavior at the University of Iowa. His diversified experience includes responsibilities in facilities planning, space management and scheduling, facilities design and construction, operations, maintenance management, utilities and energy management, real estate acquisition and leasing, property management, environmental health and safety, security, telecommunications, transportation, and other site and support services. With a broad background in facilities management, Mr. Daigneau has extensive experience in the use of strategic planning methodologies, facilities finance, and in the development of long range business and capital development plans. He is also experienced in the implementation phase of organizational and financial restructuring resulting from the development of such plans.
Mr. Daigneau has written and lectured widely on a number of facilities management topics and has authored chapters for six books on facilities management, as well as numerous articles for professional journals. He has also served as advisor and consultant to two dozen U.S. higher education institutions, hospitals, and school districts. Internationally, Mr. Daigneau has consulted in Great Britain, Australia, Canada, Hong Kong, Korea, Finland, and the Republic of China.
