A professional engineer and certified energy manager, Brian Garbecki is a graduate of Western New England College with a B.S. in mechanical engineering and also holds a Masters in Economics from the University of Rhode Island. He has served as an adjunct professor for the School of Engineering at Western New England College. Brian was recognized in 2007 as one of the Twenty Making a Difference in Healthcare by Healthcare Design magazine for his innovative work in project cost modeling and was Gilbane's 2006 President's Award for Innovation winner for his leadership in the development of the Healthcare Cost Advisor cost modeling tool. Mr. Garbecki's role includes partnering with our healthcare clients in development and implementation of high-level strategic facility plans to support their goals and objectives. He is a recognized leader in the coordination of community, Department of Public Health (DPH) regulatory, and CON approval processes for facilities development. He is an ASHE certified, LEED Accredited professional. Prior to joining Gilbane in 2005, Garbecki worked for Baystate Health System, a major healthcare provider in Western New England, where he was responsible for the planning and design of major capital projects. Mr. Garbecki's extensive background in healthcare strategic, master-facility, and capital planning allows him to bring a unique owner's perspective to our continuum of services. He served as Director of Facilities Planning and Management for Baystate Health System overseeing the development and implementation of facility master plans for Baystate's 3 separate hospitals.

Roger Brown is a Sr. Project Executive with a B.S. in Civil Engineering from Cornell University. He is a member of American Society of Heating, Air Conditioning Engineers (ASHRAE) and on the Revisions Committee for AIA Guidelines for Healthcare Facilities. He is currently overseeing the University Hospitals Vision 2010, Cleveland, OH. Prior experience included two roles at United Health Services Hospitals, Binghamton, NY where he served first as Construction Manager managing all design and construction for facilities owned by UHSH and subsequent to that, served as Director of Facilities where his responsibilities included planning, design, construction, maintenance and operation of all facilities owned and leased by UHSH.

Margaret Hewitt is Vice President of Construction at University Hospitals. In this position, Ms. Hewitt, an architect with more than 15 years of experience in project analysis and management, is responsible for all construction management activities and projects within the University Hospitals (UH) system and takes the lead role in the construction phase of all Vision 2010 master facilities projects. Ms. Hewitt brings to UH a wealth of experience in managing large, complex multi-site construction projects. She has managed over 1,400 new construction/renovation projects at nearly 600 facilities and prepared/managed five-year budgets exceeding $3.5 billion. At UH, she is developing a centralized system level construction management organization which facilitates standards for construction, policies and procedures for construction management and enables the UH branding program through the various physical plants and new facilities UH is currently developing. Her span of control and responsibilities includes all hospitals, ambulatory centers and non-clinical facilities owned or leased by UH. Vision 2010 projects including the construction of a new, free-standing 150-bed cancer hospital on the campus of University Hospitals Case Medical Center and the University Hospitals Ahuja Medical Center, a 600-bed hospital to be built in phases at Chagrin Highlands in Beachwood. An outpatient ambulatory medical Center, the UH Twinsburg Health Center was constructed in Twinsburg and completed in October 2007. Other Vision 2010 construction plans include renovation and expansion of the Emergency Department at UH Case Medical Center and the Neonatal Intensive Care Unit at UH Rainbow Babies & Children’s Hospital.

Description
The presentation will focus on our unique integrated cost modeling approach during project conception using our Healthcare Cost Advisor modeling tool. One of the most critical factors in successfully delivering a healthcare facility on budget and on time is estimating the total project when little more than the gross area is known. CEOs, CFOs, COOs and Project Directors make very important programmatic decisions when detailed information, on which to base those decisions, has yet to be developed. Today's fast-paced market demands a proactive change in the approach to estimating. Gilbane Building Company has developed a collaborative estimating approach based on benchmark costs that specifically focus on Conceptual Cost Modeling to develop 'what-if' scenarios and model potential project costs earlier than traditional methods. Recent experience using these methods has shown accuracy of Guaranteed Maximum Prices (GMPs) to within 3% of conceptual model costs. Our Healthcare Cost Advisor uses our database of historical projects with customized input from the owner, design team, and our experienced estimators to answer the necessary questions early in the development of a project so that comprehensive project budgets are accurately developed. As the project proceeds through the design process, our proactive involvement during the design phase enables the team to work through any scope creep or budget impact issues collaboratively, and early, to protect the owner's budget without sacrificing the functional program or architect's vision of the project, and architects don't have to waste time in re-design. The process begins with the development of a comprehensive conceptual cost model using a modeling tool - our tool is our Healthcare Cost Advisor - and has proven to be an invaluable roadmap throughout the design process to help Architects and Owners avoid costly surprises later on. Unique case studies by the project teams for Mercy at the Fore (Portland, ME) and University Hospital (Shaker Heights, OH) will be presented to demonstrate how this process enabled the buy out of these projects to be within 1% of the conceptual budget developed 30 months prior.
